The purpose of Book „B” is to specify the technological elements of the Platform, in the context that the NSCP is composed of two main parts, a central NSCP core in the Smart City Services system and the NSCP services and the functions that serve them. The NSCP core contains the government-supervised services involved in central coordination, the design and conditions of use of these NSCP 'public services' and the operator are defined by law, and overseen by a government body.

In the specification, the Platform has identified the following three core services:

CPSS - Central Payment and Settlement System

ICCS - Intelligent Community Card System

CSIS - Centralised Spatial Information System
